Design-Build-Finance-Operate-Maintain (DBFOM): CATS, as the private partner, would be responsible for the design, construction, financing, operation, and maintenance of the CEA facilities over a defined concession period (e.g., 25-30 years). The Government of Trinidad and Tobago would provide land, regulatory support, and potentially performance-based payments linked to achieving specific project objectives.
Project design, planning, and implementation
Securing financing for the project (through private investment, development banks like EXIM Bank, and potentially other sources)
Procurement, construction, and installation of CEA facilities and technologies
Operation and maintenance of the CEA facilities
Development and delivery of the Graduates training program
Marketing and distribution of produce
Ongoing research and development in collaboration with local institutions
Compliance with all relevant regulations and standards
Technology procurement from partners
Provision of suitable land for the CEA facilities and the Free Zone
Facilitating the establishment of the CEA Free Zone
Streamlining regulatory processes and providing necessary permits and approvals
Potentially providing financial incentives (e.g., tax breaks, subsidies) to support the project’s viability and attract private investment. This will be based on further discussions between CATS and the T&T Government.
Potentially providing performance-based payments linked to achieving specific project outcomes (e.g., job creation, food production targets, training program completion rates)
Collaborating on research and development initiatives
Promoting the project and its benefits to the public
